Identifying US Specialists

Host institutions are not required to identify U.S. academics or professionals to serve as their project’s Fulbright Specialist before submitting a project proposal. Instead, if the project is approved, the program’s implementing partner, World Learning, will identify potential candidates from the Fulbright Specialist Roster. These candidates are selected based on their professional experience, academic credentials, and foreign language skills, as outlined by the host institution in the project proposal. World Learning will provide the host institution with a shortlist of up to five qualified candidates to review and select from.

If a host institution has a preferred candidate for the Fulbright Specialist role, the following conditions must be met:

  1. The host institution must provide a clear justification for selecting the individual as the Fulbright Specialist.
  2. The candidate must receive approval from World Learning and the Fulbright Commission.
  3. The candidate must be approved to join the Fulbright Specialist Roster.
  4. The candidate’s participation must be approved by the Fulbright Foreign Scholarship Board.

Specialist Eligibility Criteria
All candidates considered for the Fulbright Specialist role must meet the program’s eligibility requirements and demonstrate the expertise needed to successfully implement the proposed project.

Host Institution Roles and Responsibilities
Host institutions play a vital role in the Fulbright Specialist Program by:

  • Clearly articulate the expertise and skills required to meet project objectives.
  • Collaborating with World Learning to review and select the most qualified candidate.
  • Providing necessary support, including lodging, meals, and in-country transportation, to ensure the success of the Specialist’s visit.
